未经核实清单：未经核实清单（Unverified List）针对 BIS 无法通过最终用途核查确认其“善意”的外国实体。向其出口的出口商必须取得“UVL 声明”，相关许可申请可能被拒绝。该清单常被视为实体清单的前奏，补齐核查后可移出。
